I want to make a tulle circle skirt with several layers.  However, most of my tulle has been folded up in storage (not crushed, just folded).  How would I make it smooth and press seams?  Should I even try?  I can probably cut it without pressing but I don't know what to do about the seams.

Try hanging it with as few folds (and those very light) in the bathroom while you take a steamy shower or two.  That should help relax it.  If you feel you must press, I'd put it under a damp towel (full on towel, not just a press cloth), and put your iron on a synthetic setting.

I never had any problem pressing tulle, even directly onto the fabric.  Just use a low setting and use the iron lightly and quickly.  I've never had it melt before or anything.
