A friend gave me these two lamps, which are a little boring.

The first one is small with a paper shade and shiny plastic base:

The second has a black metal base, and a rather beaten up paper shade:

Any suggestions?

So many possibilities.  The first one's shade is in really good condition.  you could cover it in fabric or paint it.  I would definitley change the base color by paint or decoupage (but I am anti-white).  The second one's base would be a great frame for beading.  I would put beads on wire or a strong fishing line and then wrap it around  and around the base.  I would probably purchase a new shade for it (you could scrounge at goodwill or other some shop for one, and recover it).
