Those are plastic cat eyes I bought 15 or 20 years ago when I was crocheting alot.
I'm sure you can find  them in a craft shop or online. I guess I'm going to have to find some because I'm supposed to make some more for Christmas.

How neat! Oh I should totally make one of these for the scissors in my toolbox for class! I keep poking myself with them whenever I reach in for a pencil.
