I am going to ask for a serger for my birthday in a month.  I would like suggestions for brands and models that are under $250.

Very few are close to that, the budget alone will limit your options. Most sergers start at about $300 & go up from there, way up.

Probably your only option for finding a decent one at that price is looking on eBay for used machines (or in a local shop for used machines). I got an awesome Babylock for $80 with shipping on eBay and don't think I would have been able to get anything near that cheap anywhere else.

Two Janome sergers are on sale, one White is regular price at Hancock Fabrics www.hancockfabrics.com 
They are all available online & at the stores.
$159 White 1634
$199 Janome 3434D (regularly $329)
$279 Janome 9102D (regularly $349) ,similar to 3434D but has the easier threading method - $29 more than your budget Cry

yea the brother is the best bang for your buck especially for a beginner.
I have an older brother 929d and it was very easy to learn to thread and had great instructions.
