It's pretty much explained in the caption on the page.  Cut fabric into broad strips, sew back together, turn fabric 45 degrees, put out pattern for an A-line skirt.  Sew as before.

It is basically explained on the page. Essentially all she did was cut apart the fabric and sew it together again, then used it the same as you would use ordinary fabric. It works the same when you sew the garment, you just make the fabric itself more interesting first, I guess? (And yeah, that bias part might matter too...  Wink)
