So my apartment is in dire need of a coat rack, we're low on money and don't really have a way to bring one home from a Goodwill or other such places. Oh, and screwing into the wall is a no-no... Ideas?

Since drilling is a no-no I would suggest: get a wooden ladder. Paint it as you like (or leave it plain wood) and lean it at an angle to the wall. This will need some space but no drilling. You can also attach chains arround the steps on different levels and hang wire-hangers on it. This way the coats or bags will hang between wall and ladder and will not be in your way.
