oh, yikes, used drum carders are notoriously difficult to find!  They are always in big demand. 

I don't know if you are on Ravelry, but every once in a while a used drum carder will pop up for sale on the "Spinner's Marketplace" forum.  Other than that...eBay might be your best bet.  Anyone else have any ideas?   Huh

All I can say to that title: ...aren't we all...? Your best bet seems to be to find one locally, takes a lot of luck, but actually keeps the price reasonable. On eBay and other online places they quite often cost nearly as much as new, this is why many spinners ended up buying a new in the end afterall.
