Hi there, im curious if anyone can tell me what kind of dying technique has been used on these shorts?

Is it some sort of fabric paint or a kind of bleach and dye tie dye kind of technique? i understand the stars are just white fabric paint but what about the back ground?

That's all hand-painted. I've seen that person's work, and LOVE it! I'd say do a couple practice runs on construction paper with cheap acrylics, and once you've got the look you want, paint your cloth. You can use fabric paint, or acrylic paint with textile medium added.
