I didn't really like this dress that my sis bought, but i liked the skirt, so i chopped it off, my major question is how to put in the elastic...

I had an old pair of jeans which started to have those chafe holes... so i made it into a skirt...

Don't worry it's not done, I just need to sew the triangles with a machine and put in a hem.

I got this really soft tee at a thrift store and liked that it was vintage-looking, but it was too big

I started hand-sewing how much it has to take in..

What would you do to the collar?

What I would do with that skirt is shirr the top. First, you need to hem/serge the top edge. Then do a few rows of shirring and hopefully it will fit! If you've never done shirring, it's easy!
Here's a tute: http://indietutes.blogspot.com/2007/06/shirred-top.html

As for the shirt, I don't know. I've never really done a tee recon. But there are plenty of tutes around if you search for them.
