I know this is an old post, and theres a possibility people may not see this, but for those who are struggling to get commercial patterns to fit, rather than going off the measurements on the packet, measure the actual pattern, it should be your own measurement plus a couple of inches ease. Typically the problem with patterns is that too much ease has been put in.

Ps. This is really cute. I would wear it.
