How would I go about making this?

Well, just by looking at it you would probably take a basic long sleeve shirt pattern (Burda Style > Patterns >under Basics) and:

Sleeves:
 shorten ad make it wider. Add three small pleats at the top of the armhole to make it fit.

Bodice:
Turn it into a V-Neck and widen a little at the bust and more on the sides; try to square it off a little more, tapering down slightly at the bottom. Place a band of whatever rib knit you want.

Skirt:
Just a basic mini circle skirt, maybe with a loose gather.

Color:
Do a small half cirle for the back and then the front how you think it looks. Tie a little tie and you're good.

that's hot. I always love anything you post. anyway, I would just find a sailor inspired pattern, but use a more relaxed fabric, like something used in jogging pants or sweat shirts.
