None of these are exact matches, but they're fairly similar....

I was thinking McCalls 4826 as soon as I saw the pictures you put up!  Cheesy  Then just wing the collar. I have that pattern, hmmm....I like it with the collar. Ideas...

Burda World of Fashion Magazine has a pattern for a top with the halter neck and collar like in this dress in the 6/2002 issue if you can find a copy of it.  It doesn't have the underbust seam, but it has the right neckline and collar (I couldn't find a picture to include, sorry). 
Good luck, and thanks for the awesome inspiration (I think I may make myself a dress like this).

hey i am having the exact same problem with this dress!!!

Vogue 8149 is fairly close (as are a number of other strapless patterns).  Vogue 8281 or Butterick 4889 would be possible starting points for the layers in the skirt (look at the line drawings rather than the gaudy pics on the front of the butterick). I would definitely make a trial dress before you start with your intended fabric, though, so you have a better idea of how it will go together. You'll also probably want a crinoline/petticoat to get it to look like right.
