How big is a two year old's head?! Do I make an adult size or a baby size?

You would probably make it somewhere in between.  Yarnstandards.com has a section with info on standard sizing that would suggest between 16 in and maybe 18 (what is a toddler versus a child age-wise?):

I have a 2 yr old with an average head size....I would say 16-18 is right on the money. The difference in a child and toddler is just age. most view 4-5 up as a child, and 2-4/5 a toddler.
