Is this even possible? There are no no resources in town for me to pick one up and buying one online is an incredible hassle.

Could I make one? Or should I just suck it up and get one on the net, if so...which are the best? Even better, which ones work okay and are inexpensive?

well there are probably other types of ball winders online but here is one example http://blog.makezine.com/archive/2005/10/lego_yarn_winder.html you can probably use something else besides legos.
