First of all, get a lot more fabric than you think you'll need.  The ruffles are easy, just time-consuming.  You just fold a long strip of fabric in half lengthwise, and then sew along the raw edges with the longest machine stitch you can.  Then sew along it again about half an inch from the first stitching.  Then hold the bobbin threads on one side and push the fabric toward the other end.  It should scrunch up and create a ruffle.

I'm going to get a damn ruffler foot, though, because hand-gathering is such a pain in the tush.
