Boring ol' floral skirt...I cut the top off just below the back zipper. I used purchased fabric and really wide elastic to create the upper band. More fabric (no elastic) for the straps and the bottom band...a bubble dress!

Before:

The Dress:

The "Waste-Not" part: remember the top of the skirt that I cut off? I added the left-over fabric to the bottom of that an finished it with some brown bias trim...

pipsqueakpirate,
The band around the bottom is just slightly bigger around than the band around the top. I gathered up the bottom of the skirt to fit the width of the band and sewed it together. Since the skirt is flared it gives it the bubblyness. Let me know if you need a better explanation. Thanks for the feedback, Everyone. Smiley

It's always a great recon when nothing ends up in the trash!
Too bad that skirt didn't have a matching blouse - would have liked to see what you would have done with that.

This dress is fantastic. I love that style, but had not thought of the recon route to arriving at it. Thanks for sharing. I am so jealous of your students.
