I'm in the middle of making this, but where you omit the last 10 stitches on row 18, should you sc the 20 on row 19, ending with a one chain, then add 3 chain at the end of row 20? Because despite trying twice and starting again, my shaping id happening at the neck edge of the wig, not the top end where it shows on your picture.
