"Not I" said the Ellie.  If it was French I might be able to help out.  It's a pretty cool scarf though.

Oh Ive been drooling over that on flickr!

She has a few of other designs in english so maybe shell do it herself if you ask nicely?

And it dosnt look hard really, when you look at the pic where you see the details. It looks like she started with a k2 p3 and worked it 10 cm. Then switches to k1 p4 with the knit stick in the center of the previous purl stitches for around 4 cm. Then knit for maybe 2-3 cm. Then make the dragon spikes by knitting five and five stitches for 5-6 cm and bind off.

Woah, I didnt mean to write all that. Oh well. And Im just guessing the stitches and cm, but thats what it looks like to me Smiley

I know, I am craving that little item! I am hoping someone will translate before tomorrow as I am flying from LA to NYC and it would be perfect plane knitting!

Looks like no one has translated yet but I agree with syrlig on the construction. Maybe the measurements aren't exact but they are probably close. The total is 25cm so I'd guess 12cm k2p2 rib, then 4cm of k1p3 rib, then 2cm of stockinette, last 6cm of those little tongue things.

Nicky Epstein's Knitting Off the Edge explains how to do the tongue things. I'm pretty sure that is where I saw them.

With out the book I'd say knit back and forth over 4 or 5 stitches in stockinette until desired length then bind off. Reattach the yarn and repeat.

Alternatively you could knit all of the little tongues placing them on a stitch holder once they are long enough (don't bind off just break the yarn leaving enough to weave-in). Once you have as many as you need transfer them all to one needle and start knitting across them all following the 2cm stockinette, 4cm k1p3, ending with 12 cm k2p2.

The "fabric" does look quite "light" so maybe go up a needle size from the recommended.

Also it definitely looks like she did a single crochet around the tongues.

Edited to add:
Here is another page of her blog which actually has the instructions and a diagram with measurements. I was off 1cm on the length of the tongues. I'm guessing the "o" is knit and the "n" is purl. The length is 130-150cm and I'm guessing that is 102/122/142 stitches depending on gauge and length desired.
