Every since I saw you post this I was hoping that someone would find a pattern. Since no one responded with one, I thought I would give it a try. I think I got it!

This is fresh off the hook, not blocked.

A closer shot of the stitched, the whole thing is done is half double crochet.

I was so excited that I just tied it in the back, but you can definitely place a button on it.
My panta ends are a little long, so maybe fewer stitches for the "ties" will fix that.
This is the quick and dirty pattern:
I used Red Heart, with a G hook. The whole thing is worked in a spiral. Always use the loop closest to you.
Chain 21, half double crochet (hdc) starting at the second chain from hook and continue until last chain stitch. (You may want to mark the skipped chain stitch because you will need to use it later).
In the last chain stitch make 3 half double crochets, chain 1 and work 3 more hdc's in the same stitch (6 total). HDC down the opposite side of the chain until you get to the skipped chain stitch (or the marked chain stitch).
*3 hdc, chain 1, 3 hdc. 1 hdc in each hdc stitch* until you get to the chain 1 stitch.
Repeat this pattern until you have six rows on either side of the starting chain. End at the chain 1 stitch.
Work 3 hdc then chain 11 (you may end up having to make this shorter or you will end up with nice ends to tie).
Turn, skip first chain (mark) and hdc in each chain stitch, when you get back to the 3 hdc stitch, add 3 more hdc's in that stitch. HDC in each stitch until you get to the chain 1 stitch. 3 hdc, then chain 10.
Turn, skip first chain stitch (mark) and hdc in each chain stitch, when you get back to the 3 hdc stitch, add 3 hdc's.
HDC in each stitch, including the opposite side of the chain. When you get to the skipped (marked) chain stitch, 3 hdc, chain 1, 3 hdc.
HDC in each stitch, continue hdc in opposite side of chain. 3 hdc chain 1, 3 hdc in marked stitch. HDC in each stitch until one stitch before tie. Single crochet, slip stitch and finish off.
I did not add the trim or the flower, but you can add another color and do a single crochet border.

I made a second one in solid color to show the stitches a little better. The hdc make a "knit-like" stitch on the top if you just use the back loop.
This is a very fast item to make, took me the better part of an hour to make it. This time I used 6 chain stitches in the "tie" and put a button on it.
