You use the clear plastic stuff they sell on the bolt at fabric stores.  I think you can get it at Walmart too.  I have no idea what it is called but you can get different thicknesses as well.

Yes, to attach it to a suitcase you just wrap the strap around the handle and pull the tag part through the loop at the end.  It is fairly flexible so it is pretty easy to do and very easy to remove to put on another bag.
