I tried making the Kittyville hat before using seed stitch for the band. The only thing is, I keep messing it up and starting over! Would garter stitch be an appropriate substitute for seed stitch?

Without being familiar with the pattern, I would guess yes. It is textured in a similar way, and it lies flat - doesn't roll, if you are happy with the look I would say yes. If you want to try seed stitch again, there are plenty of previous questions on the topic explaining what you need to know to get it right too.

It obviously won't look the same, but I actually knitted my first Kittyville hat with a garter stitch border and it didn't turn out any worse for the wear. I say go for it.
