Bit expensive but it's a general stationary/art supplies kinda place.

Zeeman, Wibra, Kruidvat and Hema (Wavre, Leuven, Brussels) often have little bits for kiddy or simple crafts too.

http://www.creavenue.com has a craft/art/classes search thats pretty extensive.

For dress material the only place I've seen thats any good is Pauli in Leuven. Everywhere else is either unreachable by public transport or way to expensive to consider (if anyone knows different please please let me know...my UK supply ran out months ago and withdrawal symptoms are starting to kick in )

by dress material, do you mean fabric and yarn? there's 't Wolwinkeltje in Leuven too, but their fabrics are a bit expensive. they have very lovely fabrics and yarn though! in Hemp-made in Leuven they sell organic hemp yarn and fabric, but you have to ask them about it in advance, because it's not always all in the store.
in Brussels i think there are some markets with cheap fabrics and probably some stores too.
I've seen several fabric stores in Gent (2 in Ledeberg/Gentbrugge) but I don't know their names nor addresses. i've seen a sewing machine store in Ledeberg/Gentbrugge too.
I heard that in Mechelen there is a store by the same owners as Stoffenpaleis in Hasselt.
Hand-made in Hasselt has been closed since a while.

i forgot to mention something else: in hasselt there's a book store called De Markies Van Carrabas that sells very cool alternative craft books. other book stores like De Slegte have nice (second-hand) craft books too, but these are more in the DIY/alternative culture vein and almost all written in english. they have books on graphic design, art and architecture too, if you are curious.

Besides the Phildar ,the (3!) Veritas-shops, the Banier and the AVA paper store in Ghent, you also have the Singer-shop on the Vrijdagsmarkt 59. Besides sewingmachines and -materials they sell all sorts of crafty material.
There is also a fabric-store but it's expensive (by my opinion).
The Sleepstraat (the Turkish neighborhood of Ghent) has more inexpensive fabric-stores. There you can buy fabric of €2/m!

In shopping-center: 't Zuid, there is a Pipoos a small craft store.
