I actually have something very similar that is a fairy princess costume.  I agree with the post that said it would be sad to change anything.  I'd also be interested in buying it from you.  I adore seafoam green.

Okay nobody probably saw this movie...so it is a ridiculous suggestion, but the dress TOTALLY reminds me of the ones the women in the movie Logan's Run wear!!! You could be that chick from there and have a blinking dot on your hand, etc...

Add a beaded belt and a few strings of long pearls and you could go as a 1920's movie star. Think Edward Gorey in color.

I don't know if someone already mentioned this, but if the dress is polyester, you won't be able to dye it with grocery-store dye (like RIT or Dylon). The dye will actually run off and not be absorbed.....

The first thing I thought of was LimeCrime (http://www.limecrime.net/) make-up tutorials!  The makeup is so amazing and you could do a million different things with that dress depending on the make-up!  I want it!!!  Check out some of what she does:
