How would you make a longer circle skirt?? like 18" - 20" long?

I don't understand the question.
Do need to know how to lengthen a circle skirt? Or make one the size you listed? (which strikes me as micro mini length, but I'm old)

i'm assuming that your problem is that your fabric isn't wide enough to cut one continuous circle.  if so, you cut two half circles, or four quarter circles, and sew them together. 
and there's a tutorial for circle skirts at www.whatthecraft.com if you need one.
