Who wants to sleep with the fishes?

My friend knitted a hat from a punk knitting book and since I'm a crocheter, she wants me to put the mohawk on. I read the description in the book but I don't understand how to put the mohawk on. Could someone dumb down the instructions for me?

Is it with a bunch of pieces?

If so, I think it would be like latchhook:
Hook the piece in the middle, hold the ends with your other hand, pull the loop under and back up to the top (right side), then hook the ends and pull them all the way through.
