So I have four very plain yet huge vinyl banners. The background is white with blue lettering, they also have the reinforced rings at the corners. There's nothing interesting about the banners at all, they're similar to this one:

Any ideas on what to do with them? I'm thinking a bag but I dont know what style. Any ideas are appreciated.

Give (or sell cheap) them to some local activists!  Banners are always really expensive aside from the ol sheet and paint banners.  But there's heaps of organisations out there that want a good quality banner for stalls and things.  Any causes you're involved with?

I have a messenger  bag made of sailboat sails (it seems like a close material to your banners) so that might be cool

There is also a dope tut on the web for bike messanger bags made with old signs....It looked cool considering it's a really waterproof fabric.

I'm all for wall art.  I enjoy large pieces, and once painted if you don't like them, cut them up and make an artsy bag!

what sort of paint would one use on slick vinyl?

I would at least prime it with a primer meant for plastic that way it won't flake right off.  I've used the spray paint meant for plastics, and it's surprisingly flexible.  Other than that, if you're making smaller pieces, I bet fabric paints would be okay.  You may have to scuff the surface up to give it more "tooth".
