It looks to be a Japanese file - born and bred. No english. But if you delete the last part of the URL, you can go to Janchan's site. If you go to her pattern page, theres a link to a guide for reading Japanese patterns. Don't know if that will help you at all, but good luck ^^.

Choose the beta Japanese to English choice in their
translate
list that I use often. It might not be word for word but usually gives me the gist of the information.
