I had hoped to finish this dress in time for a vacation to Mexico, but no go.  Instead, I finished it in time to wear to a 4th of July party/bbq.  I got the fabric on super clearance at a Hancock's nearby that was going out of business.  I have a hard time finding dresses that fit properly, especially in the erm, bust region, so I just made one myself.  I didn't use a pattern, just kind of tried it on as I went.  I love it!

I just sewed some 1/4" elastic onto the wrong side, stretched out, so that when at it's normal non-stretched state it created pleats on the right side.  Easy peasy!
