 Huh I'm guessing its a coupon. I got it at the craft store, and ever since when I buy something the lady marks off so much on the card. Last week I finished the card and she gave me a new one with this strip of paper that has 100 and the rest is in japanese. Are they for so much off on a purchase or something else? Please help!

It's a point card.  Once you fill your card you get coupons.
Each of those little 100yen coupons are good for 100 yen off.

I think that you get one stamp on your card for every 500 yen that you spend.

Many drug stores and supermarkets also have point cards so that you can collect points to redeem for gifts or for coupons.

Yes - riss is correct. It is a point card. I have the same card - they give you 1 stamp for every 500 yen purchase (before taxes). A full point card (20 stamps) will be redeemed with a 500 yen discount coupon.
It also has another set of stamps with dates on it - numbered 1 to 5... If you complete all 5 stamp cards (100 points) in 1 year - you get something extra (I don't know what though since I have never completed it - sorry).

The discount coupons you got has an expiry date on it (I believe yours says 7/9 - meaning 2007, September) - so you have to use it before that date - so don't forget. You can only use it to purchase items over 100 yen each (before taxes) - they will let you know when it can be used for your purchase or not - just present the point card and the coupons on your next purchase.

As riss also mentioned - many drugstores (Happy Drug, Asahi, Yakudo, etc.), supermarkets (Universe, Yokomachi, Nagasakiya, Ito Yokado, Miharuya, etc...), and other craft shops also have it (the point cards) - some have the plastic cards that can be swiped. Most however charge you 100 yen or 200 yen to have a plastic card issued to you (in Misawa area and Hachinohe areas anyway).
Craft Tokai (across Pia Do) also issues a membership card for 500 yen - but you get a special price on all items  (maybe 5-10% off) as a member.
