So I'm hoping to make a Bubble skirt for a dress I'm making,
One problem is,
I have no idea how to do it,
Is it something to do with the hemming??

If you guys could help,
Then I'll love you for ever

Basic idea is you have a full outer skirt and a slimmer inner skirt.  The inner skirt is a few inches shorter than where you want the bottom of the skirt.  The outer skirt is a few inches longer than where you want the bottom of the skirt.  You sew the bottom of the outer skirt to the bottom of the inner skirt and it will poof out a bit to make the bubble.  If you want more poof, you can put a layer of tulle inbetween.
