Have you considered a t-shirt dress?  Attaching the gores together and then sewing them to t-shirt at about waist level?

I have two ideas for you:

Have you seen veg bee's tute on a patchwork twirly dress? You can use the same tute to make one that is not patchwork. It is here: http://indietutes.blogspot.com/2007/05/patchwork-circle-skirt.html or here http://www.craftster.org/forum/index.php?topic=182354.0

I made one with 3 tiers too and could work out how to do it from your measurements as well, if you like the dress. You can see it here: http://www.craftster.org/forum/index.php?topic=182103.0
