But how do i do it whit out a pattern?how many panels and how big should they be?

her chest is "24 and she is 6 almost 7 years old:)

Have you considered a t-shirt dress?  Attaching the gores together and then sewing them to t-shirt at about waist level?

Have you seen veg bee's tute on a patchwork twirly dress? You can use the same tute to make one that is not patchwork. It is here: http://indietutes.blogspot.com/2007/05/patchwork-circle-skirt.html or here http://www.craftster.org/forum/index.php?topic=182354.0
