You could ask this person. They look super easy, I have an idea of how to do it, but I am terrible at explaining.

Not a tutorial but if I were to make one I'd get some fabric (for the ruffles) cut into strips that are about 1" wide by however long (double the length that would be spanning the hiney), then I'd zig zag the edges of each strip on top and bottom then make a running stitch through the middle of each strip and pull to bunch up each strip to the right length (the right length of the hiney) and then sew the middle of each strip to the onesie, one strip over the next, until you have a wide field of strips that all make a large ruffled bum Looks like they have about 4 strips
