marypoppins was the craftster who suggested you go to a dry-cleaners and ask them if they know any tailors or seamstresses.  I think you should try that then, if you don't know of anyone yet.  that way at least you have a starting place.

i looked around on the simplicity website, simplicity.com, and i found one of their costume patterns.  it's number 4015, so just use their search function and search by pattern number.  the shape of the dress is basically like all of the dresses that chii wears (on a basic level).  you could take that pattern and then change up the neckline for whatever dress you're trying to make.  i think for some of her outfits you might need to make the back a little different too, but at least you have a basic shape to start with.  you'll probably also want to make the skirt longer.  let me know if that pattern is about the shape of the dress you want.  it covers most of her anime dresses, but her manga dresses go all over the place.

what i meant with the fabric amount suggestion was that if you're smaller than a 42" bust, you're going to need at MOST 3 yards of dress fabric and maybe one of lining.

what sort of fabric was the one that's too small for you made from?  that would probably be a good place to start.  otherwise... it's hard to tell from the anime what sort of fabric her dresses are made of, but i know none of them are supershiny, so try to find something that's not really reflective.  a lot of girls i've seen cosplay chii have the typical white costume (from the manga picture where she's sitting facing to freya) and it's made from satin, and it looks really pretty.  if you're trying to replicate like her bakery uniform or her first dress, though, you might want to use a less shiny material.

and i'll pm you with my email address, if i have a picture to look at i might be able to come up with a better pattern suggestion.
