Hey there =)

I was wondering, If say I make say, a hello kitty dress out of fabric, and intend to sell it.. is that violating any copyright infringement laws? I just want to be safe.

Are you using fabric with printed Hello Kitties on it?  Are you embroidering your own HK image? or are you re-creating a dress HK wears?

I know that some fabrics in the officially licensed characters genre are sold (or used to be sold?) with a "limited license" that only allows you to use them for personal use.  You can ask the people at the fabric store if there are any use restrictions on the license for the fabric... they will probably look at you like you're nuts, but....

As long as there isn't a license restriction I believe you are in the clear (assuming you are using Sanrio brand fabric.  If you are using knock off fabric to begin with, then I don't know what to tell you....)
