Good old craftster answered all of my quetions about the top down raglan, except;

Hoods. if you knit a rectangle (or a rectangle that bulges a bit) with a provisional cast on-the number of stitches that you'd cast on for http://www.woolworks.org/patterns/raglan.html initial neck cast on. then seam up the opposite end of the hood. would this work?
I've just checked out my two (shop bought) knitted hoodies and they both were added afterwards (one is a raglan), also they are pretty much the whole width of the neckline...

some raglans, the diagonal raglan "seem" is very noticeable (and i don't mean when people have done eyelets) and yet others it's subtle. I am somewhat busty and the visible raglans would make me look more so, any tips?

Am getting very excited about starting this! Cheesy

What I did was just pick up stitches at the neck, knit up with decreses in the middle to get a bit of curve, then 3 needle BO.

It wasn't top down though...and I don't quite understand the provisional cast on yet either.

I made the hoodie from Knitting with Balls if that helps.
