So, i make this dress out of navy blue stretchy fabric, and it turns out WAAAY too tight. Seriously. I looked like a prostitute.
so, i figured out how to fix it and make the skirt more flowy and nice, and i thought I had it!!! I was so close!!!
Then, i turn the thing rightside out, and it looks terrible around the middle. everywhere else seems fine- but the middle...ugh. Uneven pleats, weird puckers...blegh.
what should I do to fix it?
I was thinking a sash or something around the middle- but i don't know what color would go or how i would do that!
Any thoughts/help?

To give good suggestions I'd have to see the shape of the dress, but you say navy blue and a pleated skirt?  How about some cap sleeves in the same blue (if you've got more fabric), a white sash with a bow in the back, and some white buttons on the front to make a little sailor dress?

I'm not much of a fashionista but I saw in some magazine... Lucky, I think? that those big-ass belts are popular right now.  Maybe you get one to cover up the middle.  Otherwise it sounds really cute!
