Here we go, I really made my best on this one, so I hope you like it...

You need:
Fleece
Thread (the thick one you use for embroidery), different colors
Felt, small pieces from assorted colors
A piece of thin cardboard (I used an old folder)
Fabric paint

Brush
Scissors
Measuring Tape
Ruler
Embroidery Needle
Hole punching thingy

First you will have to punch some holes and cut some squares in your cardboard to make a sort of stencil

Then with the fabric paint, mark the stencils on the scraps felt, the point is to use contrasting colors.

While it dries, cut your scarf, mine was 150cm long and 19cm wide, I took the measurements from my favorite scarf.

It looks much nicer if you cut the ends round, I used a T ruler with a curve on the inside to get nice round ends.

Then with a really contrasting color embroider de edges  I made an spiral kind of things (jee instructions are difficult when you dont really know the language).

When you are done check that the paint dry and cut some felt hearts out.

Pin them to the end of the scarf and embroider them with, again, using contrasting thread.

Repeat on the other side, and voila! you are all set to wear a your pretty hearty scarf

Again one of the nicest parts is that I got to use some of my leftovers =)

I was thinking this morning on my way in to work that I fleece just doesn't work for scarves- you totally proved me WRONG.  I love the scarf!  You have a great eye.
