it looks like a basic circle skirt sewn on to a deep stretchy waitband to me  Smiley easy as pie, just do a search for "circle skirt tutorial" and see what comes up

It seems like a really easy yoke-style circle skirt. Very easy to make. http://whatthecraft.com has a great tutorial for it.
