I want to make a tulle tutu for my Daughter.  I want to make the non sew one where you cut strips and tie them to elastic.  How does everyone one cut their strips? Mine are going to be 3" wide. 
Do you mark the three inch strips and cute w/ scissors or eyeball it and cut with scissors or use a rotary cutter?

as far as cutting it, I suppose you can do either. it just depends on how fast you need to work and how detail oriented you want to be. Smiley the tulle is going to be all bunchy anyway so you're not going to be able to tell if you're a 1/2 inch off somewhere.
