I haven't seen this particular type of dress in person, at least not recently.  I participate on another forum.  They were saying that you can just pull the garment up tighter and it will shorten the garment without having to hem the garment or take it apart.  I think that if you look underneath you will find a way to gather just a little tighter and it shouldn't be that difficult...as a matter of fact, it may be pretty easy.  Like I said, I haven't seen one in person but you may be able to add elastic or something that would gather it up a little more without haveing to do much to the dress at all.
