I have a matte top coat I got from Walmart for well under $5.  Heck, it might have been just under $3.  It seems to have a chemical reaction with the polish that you can only see once it's dry.  And let me tell you it is MATTE and highly chip resistant.  If you don't have it and you want matte, get it.  I'm pretty sure it's NYC brand.

Oh, that's good to know! I tried the thing I saw on Pinterest where you mix cornstarch with a top coat and that worked pretty well but was kind of messy (I just put a little cornstarch on a paper plate and then dipped my clear polish brush into it.) I just placed an order with Trendy Hands and got a giant bottle of Orly Matte (.6 oz) for $5. I haven't used it yet, will report back.

I had been on a mission to buy some of the China Glaze Cirque du Soleil colors and had trouble finding them in town, but Trendy Hands had them online at that site for $2 less than what Sally's carries China Glaze for. Shipping got a little high if you had a lot of polishes in your cart, but I think 4 polishes I paid less than $5 shipping, and I definitely saved that much from their low prices.
