cool idea
i think for a top you should check out the "ballarina top" thread on here. It looks really fairy like and you could add lots of pieaces to the bottom to make a dress and it would be really easy and cheap to make. then you just need to sparkle it up and add wings and some nice heels and your all set.

Here's how I did my "fairy" wings.  I hot glued my wing fabric to the frame though instead.  It worked well but try not to burn yourself.  I stitched on a feather boa to the edges but you could hot glue that too if you're not planning on reuseing the boa.

I'm going to be a fairy for halloween too! haha
i bought a pair of like $4 angel wings at the party store, because I think that they are cute fairy wings... and then I was going to do something this http://img47.photobucket.com/albums/v143/eropunkish/cf8d61d1.jpg but i couldnt find a slip/nightgown that i liked, because summer is over... so i went to platos closet and bought a $6 dress- it is like perfect for a fairy dress- i just got lucky i guess
yea, i would check out cheap stores like that for a cute dress or skirt or if you had a nightgown slip you could try the one here
oh well, don't know if that was any help - haha
good luck!

The fairy costume  i made (or rather am making still since i have to finish the wings Smiley):
bottom/skirt is a leatard with tulle attached. It is worn under a dress that i have made into a corset back.

Wings are really easy to make- wire from the hardware store and some fabric (or not, if u use thick wire[14 or lower guage)  it looks kinda cool by iteself)
