For a fairy skirt, take tulle ribbon from your local craft store or walmart (the kind you use to make wedding pew bows) and cut into 3' strips. Make an elastic loop the size of your sister's waist. Take the tulle strips & loop them over and through (a lark's head) to connect them to make a tutu or fairy skirt. I found some large sparkly stars (a cousin of sequins) that I hot glued on to my fairy skirts.

It's all true.
(Except of course, for the lies.)

easier wings might be to have large flowy fabric that attaches to the costume at the back of the neck then has little wrist or finger loops.  That way, the wings flutter when you walk and don't get in the way if you want to sit down.  You could spray with glitter or glue rhinestones on.

me and my friend were gonna go as Mario and Luigi.... we were just gonna buy some sweatpants (2 red and 2 green pair) and then cut one up as the top part of the overalls and wear a red trucker hat and a green trucker hat.  i dunno if that helps but since i am not using this idea i figured someone could
