I carve my own rubber stamps, but can't draw worth much, so I'm always looking for  images I can use.  Here are some of the sites I use:

Besides all the ways that everyone has already listed, I also try to hit the library sales.  They usually happen once a year to get rid of decrepit/unwanted books and benefit the library system.  This year I think I got a box of books for about 6 dollars.  I got, among others, an old, pictoral, Betty Crocker cookbook, an old Gray's Anatomy, a very thick Japanese magazine, an old medical encyclopedia, and of course books for me to read, and books for my daughter.  Not bad!  Cheesy  Since I only make things for myself or as gifts, I don't worry about copyright issues.

There's a Catholic church in my town that has a HUGE rummage sale every year, and they sell books and magazines for very cheap (so cheap I can't even remember how cheap -- like 5-cents each or something like that).  I live in a very diverse community, so there's always lots of foreign language publications.  You might keep an eye out for something similar.
