Here's one I didn't see listed. . .

The images are copyrighted, but the terms of use are generous and easy to understand.

The site is listed as printable scrapbook page backgrounds, but the alphabets, embellishments, tea bag folding designs, etc are small enough for ATCs.  Plus some of the backgrounds are so cool!  

PS. My local library has a special bookcase of "discards" that they sell for $1 each.  I nabbed some great images there yesterday!  Album of Horses (all pics are charcoals or watercolors!); Life Science Library: TIME (sundials, clocks, watches, mechanical drawings!); New England Wilderness (100 pages of nature photos from landscape vistas to botanical close-ups!)  SCORE!!

is great for vintage looking images.  There's new imaged added all the time, there is a link to the backgroundsfairy blog and the search feature allows you to search by collection (i.e. fairies, animals, people) etc.

Maybe this has been posted before but I just typed "free collage sheets" into the search box on Flickr and I found tons of stuff. When you get to the first page of images, there are groups listed on the side with even more images.
