you can get leather-like material (naugahyde, i think) at any fabric store. the rings and things on the handles also - or at a crafts store, or wal mart, even (wal mart has packets of purse hardware in the craft section).  if that thing is not a belt, you could buy belt hardware (all the above places; wal mart has packets) and a grommet tool and grommets (again, craft section of wal mart is where i've seen them). the pattern looks like a tall tube, folded down and fastened with the belt-thing. hope that helps.
