I am working on a surprise 1st birthday present for my niece (McCalls 4424 i think) which includes a panties/diaper cover type thing. I know she's been right in the middle (50th percentile) of all the growth charts so far.

What I need to know is about what circumference her thighs and waist will be at 12-months in order to fit the gathers/elastic on the panties.

Can anyone help me out?

 I'll take her measurements tomorrow when she gets up. I think she's closer to the 90th percentile for both height and weight, but that would mean that your niece would have room to grow instead of just outgrowing it right away.

These measurements seemed a lot big to me too - my (admittedly skinny) 23-lb son has the same waist as their "newborn" - 18 inches.   Although maybe these measurements are meant to include the clothing's ease?

Hi, All the measurements referr to the measurements of the clothes not of the child.  look at the post "baby sizes" in this board for a few charts i found.  I find it a real pain too.  but making your own made to measure patterns works a treat for me.   Saying that, I only make them because i seem to have no luck with most patterns fitting my little ones, they are always waaaaay too big.  Its is great with kids clothes that you can get away with a much greater range of fit than with adult clothes.
