640 x 480 screen means your resolution size (size of your screen in pixels). I have a 19" monitor and I use an 1152 x 864 screen resolution, so the size of my screen is fairly large, but everything (writing/pictures) is a bit smaller.

Also, if you do have more than one ATC in the picture and resize it, all of the images are going to be a bit smaller. For the ATC's that I just recently posted, I scanned them all into photoshop on one big scan, then cut/cropped them to one ATC per image and resized them from there...
