after fiddling around for a few days, I came up with this display.  Took a canvas (of which you could use any size, any direction), 1/4" foamcore for the shelves, wire and upholstery tacks.  I like wire, but am sure you could also use fishing line, string, whatever you like.  This 16 x 20 canvas flipped long ways will hold 18 ATC's.

measure and cut foam core "shelves" so they fit snugly, glue onto the BACKof the canvas

staple the FRONT so the canvas doesn't gap

I did some decoupageing of newspapers on the body of the display with a few layers of thinned paint on top.  Put tissue paper on the frame to cover the staples, painted black, crackled, painted again.  Then hammered in the upholstery tacks, strung wire across and threw on a few more tacks for decoration.

You could save a whole lot of time and spray paint the whole thing!
