Normally I take my time and pin everything evenly to make sure it looks right, but on this skirt, I just put it on, and pinned the ribbon where I wanted it.  Took the skirt off, and measured to make sure it wasn't too much off (pinned the ribbon a little higher or lower in a couple spots).  Then I put the tulle underneath the ribbon where it was already pinned.  I guess I could have pinned the tulle and the ribbon at the same time - but it was a last minute add on!

Folded the tulle in some spots to make a tiny bit bunchy, then sewed it on.
